National Quality Framework (NQF)

Quality You Can See, Standards You Can Trust

When choosing an early learning centre, you deserve more than reassurance, you deserve evidence. The National Quality Framework (NQF) provides exactly that: a rigorous, independently assessed standard that all approved early childhood education and care services in Australia must meet.

It gives families a transparent, consistent basis for evaluating the quality of any centre, from the learning program to the physical environment, staffing, and leadership.

At Papilio Early Learning, our practices, programs, and team are shaped by the NQF, and we welcome the accountability it brings.

What the NQF Covers

The NQF assesses centres across seven areas of practice. Here's what each one means for your child and family:

  • Educational program and practice - Your child's learning is planned intentionally, responds to their individual needs and interests, and is delivered by qualified educators using play-based approaches.
  • Children's health and safety - Comprehensive policies and procedures are in place to keep children safe and well - covering hygiene, nutrition, sun safety, and emergency preparedness.
  • Physical environment - Indoor and outdoor spaces are designed to be safe, stimulating, and age-appropriate, giving children the room to explore, create, and grow.
  • Staffing - Educators hold appropriate qualifications, and staff-to-child ratios ensure every child receives the individual attention they deserve.
  • Relationships with children - Educators cultivate warm, consistent relationships that give children a strong sense of security, confidence, and belonging.
  • Partnerships with families and communities - Families are actively involved in their child's learning journey, with open communication and strong community connections.
  • Governance and leadership - Centres are well-managed, with clear policies, regular staff development, and a genuine commitment to continuous improvement.

How Centres Are Rated

Each centre is independently assessed against the seven quality areas and given an overall rating:

  • Exceeding NQS - The centre goes beyond the requirements of the National Quality Standard in at least four of the seven areas.
  • Meeting NQS - The centre meets the National Quality Standard across all seven areas.
  • Working Towards NQS - The centre meets safety requirements but has areas identified for improvement.
  • Significant Improvement Required - Immediate action is required to address risks to children's safety, health, or wellbeing.

Ratings are publicly available through the Australian Children's Education and Care Quality Authority (ACECQA), so you can check the rating of any Papilio centre at any time.

What This Means at Papilio

At Papilio, the NQF is a foundation, not a ceiling. Our Quality Improvement Plans are reviewed regularly, our educators engage in continuous professional development, and we actively seek family feedback to keep raising our standards.
